As per our CHQ Directive Mass Demonstrations were held in Kolkata as well as District towns of West Bengal on 16.04.26 as under:------

  • 1.A Massive Demonstration by all constituents of CBMPA held in front of O/O PR.CCA, 8, Hare St. B.B.D.Bag,Kolkata.
    Attendence was so voluminous that spilled from footpath to half of main road.
    All prominent leaders of various participant Associations including us addressed the members continued to four hrs.
  • 2.2nd Agitation programme was held at O/O CGMT.West Bengal Circle at C.T.O.Bldg. addressed by all leaders & continued there also for almost four hours
  • 3.In addition we held Demonstration in front of Bardhaman Dist.Tel.Exch.attended by our members of Bardhaman & Durgapur traveling long distances.
  • 4.Asansol Dist.Agitational programme conducted by our Dist Sec& our members.
  • 5.Programme held by our members of Siliguri Dist.in front of Dist.H.Q.Offices BSNL.

URGENT NOTICE

As per meeting held on 3/4/2026 of all Associations of BSNL/MTNL PENSIONERS an unanimous decision was taken to hold Demonstration jointly all over India in front of CCA & BSNL Offices.

Accordingly an unanimous decision is taken and finalised. Demonstration will be held on 16/4/2026 as under:-----

1) For all C.T.D.Pensioners a mass Demonstration will be held at the gate of O/O Pr.CCA. 8,Hare Street, BBD.BAG. KOLKATA -1 TIMING :12.00-14.00 hrs.

2.For Pensioners drawing Pension from CCA.WB Demonstration will be held at. the:- O/O CGMT. W.B Office (back gate of CTO Building). *Timing 12.00-14.00 hrs.

3.All our Esteemed District Secretaries are requested to hold similar Demonstration in front of District H.Q.Offices of BSNL on this day at a time suitable to them to spread this conscience of joint movement amongst all our members.

4.Regarding our next agitational Programmes intimation will be provided well in advance. All members are requested to participate and make it a grand success.

Nine dates have already passed without hearing in this case, and the next hearing date is scheduled on Friday, 10th April-2026, at Serial No: 39 in Court No. 06 before Hon'ble Justice Shri Pamidighattam Shri Narasimha and Hon'ble Justice Shri Alok Aradhe.

Looking at the serial number of our case, it is quite possible that the hearing of the said case is expected only after 3:00 PM. This is as per report sent by Sri S R Mishra President , AIRBNLEWA Gujarat Circle

The WEST BENGAL State Branch of AIRBSNLEWA organised a lunch hour Agitational Demonstration at O/O Pr.CCA Office Kolkata/West Bengal, 8, Hare Street.(B.B.D.BAG) Kolkata from 13.30 to 16.00hrs on ,8th April,2026.The meeting was well attended by our leaders and good number of our esteemed members to make it a grand success. The meeting was inaugrated and presided by our beloved President Sri Dhananjay Biswas and addressed by our Circle,CHQ,HQ & State leadership with slogans of injustice to us for such a long time. After the meeting our Memorandum of demands were given to Pr.CCA.CTD/W.B.Ccl at his office and to CCA.W.B.Ccl.at Nizam Palace.

Our demands:

  • 1) Pension revision of BSNL and MTNL pensioners is not being settled for the last 9 years,
  • 2) IDA/DR orders have not been released by DoT wef 1-1-2026,
  • 3) Non implementation of Hon'ble Supreme Court Judgement on Rule-206 of SDEs seniority,
  • 4) Non implementation of Hon'ble Supreme Court Judgement for the pay revision of JAOs-1996 batch,
  • 5) Rent free FTTH telephone connection in leiw of landline Surrender and.
  • 6) FMA for 15 days insteed of 12 days under BSNL MRS etc.

All are requested to attend for successful implementation of Demonstration.

3rd.A.G.B.Meeting of Dist. Asansol Branch.W.B.

3rd.A.G.B.Meeting of Asansol District Br.West Bengal was held on 18th.March.'26, Wednesday at Bardhaman Bhavan Asansol (Dak Banglow) from 9.00hrs to 17.00hrs in a grand manner and attended by almost all members of Asansol Dist. & from nearby Dist branches of Bardhaman , Durgapur Kharagpur also. It was really heartening and praiseworthy that Asansol District Branch members donated generously to make the event a grand success.
On behalf of WB.CCL HQ.Br. CS/WB along with 6 members WB, Circle attended the Meeting. The Meeting commenced after breakfast & tea with self introduction followed by one minute silence for our departed souls. Meeting was presided by Sri Y.L.Karan (chief Advisor of the Branch). CS/WB brought in detail about status of our issues which were discussed in detail in our recently conducted CWC Meeting (at Lucknow). All members actively participated in all delebrations with sensible queries about our burning issues e.g.Pension Revision,IDA status, opening of CGHS Wellness Centre in the Dist.IDA status,active participation in NCCPA Forum for security of all our rights as Pensioners. At the end old Dist body was dismantled and a new Dist. Body formed unanimously.

As directed by our CHQ, our Association (WB Branch of AIRBSNLEWA ) attended in sizable numbers the Dharna held at Yogayog Bhavan Kolkata from 14.00 hrs.on 13th.Feb.26.
It was really heartening that more then 200 retired members of all different participant Assns. attended the meeting even on open road.
All prominent leaders of the Forum addressed the meeting. On behalf of our Assn. CS, WB Circle addressed the August House bringing utmost importance of unity at this critical juncture.
Serious discussions & meeting continued till 17:30hrs.and ended with a vote of thanks by President.

The press Statement issued by NCCPA on the current central.budget:

  • February 12, 2026

Anti worker and anti-people budget as usual.

The 9th consecutive budget presented by Nirmala Sethuraman honourable Union Finance Minister is clearly anti-worker and anti-people in fact.

The income tax slab is not changed. The senior citizen travel.concession in Indian Railways is not restored. There is no announcement that the impounded DA/DR for 18 months will be given to Central Employees and Pensioners. There is no indication that the past 2026 Pensioners will.be treated justly by amending the retrograde TOR of 8th CPC.

Union budget ignores the aspirations of 16 crore senior citizens.Fulfills the aspirations of only corporates. Prime minister has told that the budget captures the aspirations of 140 crore Indians. But it has ignored the aspirations of 15.7 crore senior citizens of India.

It has ignored the demands of 69 lakh central government Pensioners to include revision of pension in the terms of reference of 8th pay commission.It has ignored the demands of 77 lakh EPS pensioners for a minimum pension of 9000.10 crore senior citizens are without any social security.Their demand is for a minimum pension of Rs 3000 for all the expenditure of which will be only 1.8% of GDP.Their aspirations have not been fulfilled.

Even private airlines provide senior citizens passenger concessions.But Railways are refusing senior citizens passenger concessions to 6 crore unreserved and 6 crore reserved senior citizens passengers.

But at the same time corporate iron ore and coal goods trains movers are granted 15 to 20% freight concessions.If a corporate goods company carries more than the carrying capacity affecting the safety they were charged Rs5000 fine.This government has withdrawn this fine in favour of corporates.But crores of senior citizens are denied concession of only Rs2000 crores.

The government has reduced the rate of interest in favour of corporates which has affected the rate of return to the senior citizens on their fixed deposits.

Already senior citizens are affected by price increase and unemployment or under employment of their children due to contractisation of even employment in defence forces.

This government is talking about vikshit bharat which is only for corporates not to the senior citizens and people at large.

The union budget speakes about employment to youth by 2047 when the present youth require jobs now!

The budget is Pro Corporate and anti working people. NCCPA expresses its opposition to the current budget and calls the rank and file to protest vehemently. - KR SG NCCPA

Annual Family Picnic

On 9th.Feb.'26 the Association yearly event of Family Picnic was conducted in Nature Park, Paharpur, a vast island of big water bodies & lush greeneries.
Around 125 number of members & their families joined for this full day event of fun & frolic.
Members & families showcased their talents of singing, recitations & even displayed Yoga postures, Pranayam specially for seniors.
Breakfast, tea snacks & lunch were served to all as Veg. & Non veg choices.

Status of hearing in the honorable Delhi High Court in respect of our Pension Revision case

Hearing of Pension Revision case started at 11:35 AM on 22.01.26 and it has been fixed as 30th March, 2026 for the final hearing.

in presence of Mr. Jastice Anil Kshetrapal Mr. Justice Amit Mahajan at the beginning, Govt. Council was not present. Adv. Gauri Puri started narrating the background of the case. Sr. Adv Mr.Ghosh ( from AIBPWA ) was also present. Adv. Mr. Chubbier was not present in the court at that time.At this point of time Govt. Council Adv. Kirtiman Singh entered. He submitted that this case is already substantially heard by the previous Bench headed by Mr. Justice Navin Chawla. Govt. Council also submitted that he already argued in this for 2 hours. Keeping that in view, this matter should be referred to to the same Bench. Ultimately Bench has posted this case in the supplementary list for the same bench on next Friday(09/01/2026).

The position, as per Advocate Gauri Puri, is that next Friday it will be finally decided whether the Special Bench comprising of Justice Navil Chawla and Justice Madhu Jain will hear the case or ( in case it is declined for hearing by the same Bench, it will be referred back the ongoing Bench headed by Mr. Justice Kshetra PAL. Next Date of Hearing : 09.01.2026

Our yearly programme of" *Vijaya sammilani Year 2025 " was held on the10th. Dec."25,at 'CTO Building Hall' O/O CGMT, West Bengal,BBD.Bag.Kolkata with its full grandeur and excellence.
A total of 257 number of members attended the meeting as signed in Attendence Register.
At the Venue Hall meeting commenced well in time with an inaugural song and our Hon.Circle President Sri Dhananjay Biswas inaugrated the proceedings with a welcome address.
Our CHQ leaders, namely Sri Prashanto Pyne, Org.Secretary (East) brought in detail about Organisational activities in Eastern India States (e.g.West Bengal, Assam, Odisa and Jharkhand).
Vice President Sri Manas Roy addressed the house with details of CHQ activities. CHQ Advisor Sri Prosun Mukhopadhyay brought in notice about the work to be done in our Circle for beneficiary members.
After that the Jt.Convenor & Jt.Secretary (East) of NCCPA Sri Puronjoy Lahiri addressed the House providing in detail the perilous Validation Act.'25 passed in both houses of Parliament and its impact on our Pension,it's revision & Agitational Programme all over India in future to get justice.
Then CS, WB Circle described our round the year activities in HQ as well as distant District Branches. After that Musical Programme was conducted as Recreation for all. On our Reception Tables, members voluntarily paid donation (e.g. yearly, NCCPA fund, Rule-206 legal case fund donations) Association Calendar Yr.'26 & sweet packets are distributed to all members.

Pension revision court case

  • December 12, 2025

On 11/12/25 the matter was listed for hearing in morning session in the Hon'ble High Court Delhi. The matter was called out for the third time but the Union of India counsel wanted the matter to be kept post lunch. The bench was not in a position to hear the case and now case has been posted for hearing on 06-01-2026.

General body meeting of Burdwan branch.

On 4th. Dec.'25, a General Body meeting of Bardhaman Branch was held at Bardhaman Telephone Exch from 11.30-14.30 hrs.
Members from far-flung areas of Bardhaman and adjacent Durgapur, Asansol attended the meeting. Dist.Branch Secretary Sri Mihir Chanda presided over the meeting and brought a total substantive report of Branch work & its organizational issues.
From W.B.Ccl HQ side Circle Secretary along with Fin.Secretary Sri C.R.Das, Org.Secretaries Sri J.K.Bhowmick, Sri Umesh Sarkar, Asst.secretary Sri K.C.Samaddar & Executives Sri Ajoy Kundu and Sri Tanmoy Maiti attended the meeting.
C S brought in detail the steps taken by H/Q solving their long pending heartburning personal issues as all pending bills and presently the details of our grim issues of long pending Pension Revision, Rule-206, P.A Cases and many more and how CHQ leadership trying hard for redressal. C S also brought the decision of CHQ of joining biggest All India front of NCCPA & thereby requesting each member to pay Rs.500/- generously towards NCCPA FUND.

Pension revision court case.

  • November 27, 2025

On 27/11/25 at 12.45 PM the case came for hearing as item numbers 64,65 and 66 in the Delhi High court no.4 but DoT refused to consider 2.57 fitment benefit. Therefore, Hon'ble bench deffered it to hear Post Lunch session. Comrade GS was present in the Court to hear the proceedings. Unfortunately, due to paucity of time our pension revision case could not be heard and posted for hearing on 11-12-2025.

Status of Pension Revision Case.

  • November 20, 2025

On 19.11.2025 Pension Revision case came for hearing in the Hon'ble High Court Delhi in the bench of Mr. Justice Navin Chawla & Ms. Justice Madhu Sinha (Court no. 4). It lasted for one hour and 28 minutes. The court has directed DOT to submit their reply on implementation of 7th CPC fitment formula @ 2.57 wef 01/01/2016. Next hearing will be on 27/11/2025.

STATUS OF PENSION REVISION CASE IN DELHI HIGH COURT

  • October 14, 2025

Pension revision case was listed on 13.10.25 as Item Nos. 40 and 42 before Hon’ble Mr. Justice Navin Chawla and Hon’ble Ms. Justice Madhu Jain at the High Court of Delhi.
The Respondents. Counsel for the Petitioner was also present.
The Hon’ble Bench called the counsels for both the parties at about 4:00 PM and informed that the Bench would not be able to hear the matter on 13.10.25 as Hon’ble Ms. Justice Madhu Jain had a meeting.
In view of the above, the matter has been adjourned to 19.11.2025 for further proceedings at 2:30 PM.

International Senior Citizen day on 21st August, 25

On 21/08/2025 International Senior Citizen's Day was celebrated in both the CCA Offices in Kolkata inviting Sr.Pensioners, Very Senior Pensioners of and above 80 yrs.of age were felicitated by both the offices of CCA WB and CTD
1) at Nizam Palace & 2) at 8, Hare Street, Kolkata.
In addition Health Camps were also Organised in both Offices.

Status of pension revision case

On 19.08.2025 at 3.30 PM pension revision case came for hearing in the Hon'ble High Court Delhi Court no.4 as item nos.53, 54 and 55. After some pleadings by the DOT counceller and counter pleadings by respondents advocates, the case has been posted for hearing on 13th October-2025.

An Executive Body meeting of West Bengal Circle was held on 4th.August.'25 at our Assn.Office at Raniganj Coal House,Esplanade Kolkata. 48 no.of Executive members of W.B.Ccl.attended and actively participated in all issues discussed in detail as per our subject matters and unilaterally resolved after elaborate discussions the U/M subjects & issues:---
1.Veteron Comrade Sri Bijoy Bhattacharya of Siliguri Dist.is appointed as Organising Sec.for all North Bengal Districts.
2.Formation of NCCPA West Bengal Branch and our active participation in all agitation programmes in future.
3.Collection of Rs 500/- from all our members as donation towards NCCPA Fund for onward transmission to CHQ.
3.Collection of Rs.1000/- for spl.fund from all rule-206 beneficiaries for transmission to CHQ.
4. WB.CCL Delegates for CWC Meeting of CHQ were finalised.(to be held at Lucknow U.P.).

Status of pension revision case

  • July 29, 2025

oday on 29-07-2025 at 3.30 PM pension revision case was heard in the court no.4 as item no.42-44 .Hon'ble Justice Mr Navin Chawla and Hon'ble Justice Ms Madhu Jain heard the case.DoT counceller started the arguments pleading that BSNL absorbed employees are drawing IDA pay scales and pay in BSNL is being revised on the basis of PRC.IDA pay scales are higher than the CDA pay scales thus their pension is higher than other CG pensioners. DoT councellers pleadings continued.Meanwhile our councellers defended that BSNL pensioners are being governed with Govt scheme of pension under Rule 37-A.All the pensionery benefits of 7th CPC have already been granted to these BSNL pensioners except pension revisionThus BSNL pensioners pension revision should be revised at par their counter parts Govt pensioners. Due to paucity of time arguments could not continue and the case has now been posted on 19-08-2025 at 3.30 PM. Comrade Prahlad Rai GS and Comrade Kishan Singh ji President AIRBSNLEWA were present during the proceedings in the Hon’ble High Court Delhi.

A Spl.General Body meeting of Bardhaman Dist.was held on 8th.July'25 at Bardhaman Tele.Exch from 10.30hrs to16.00 hrs.
All Executive & Associate members numbering 52 attended the meeting amidst full monsoon season.
Even Executive members of adjacent Durgapur,Asansol, Kharagpur Districts attended the meeting travelling long distances.
GS, Org.Sec.P.K.Pyne & 9 Sr. Circle Executives attended the meeting. Meeting commenced with opening note by Dist.President and introductory speech by Br.Sec Sri Mihir Chanda followed by individual introduction. Dist.Branch Sec. Sri Mihir Chanda brought in detail about the present status of individual pending cases of members and efforts made by Association.
Then detailed information about the present status of Pension Revision cases pending in Delhi High Court was reported by CS It was also brought in detail the status and development about the recent meeting with CGM.W.B/CTD & his team of concerned officers regarding JAOs arrear payments cases and Notional increment cases. Also he discussed about status of all pending individual cases on CGM table. In general the foremost unanimous demand was attended least one CGHS WELLNESS CENTRE in Bardhaman, Asansol, Durgapur belt to get fair treatment in hospital services.
After lunch break there was serious and elaborate discussions about problems faced by members and enhancement of Association activities. In this meeting one Executive & four non-executive members got enrolled in Assn.

The Pension revision court was listed on 26/5/2025 before Hon’ble Mr Justice Navin Chawla and Hon’ble Mrs Justice Renu Bhatnagar as Item 56 and 58 in Court No 42 before the Hon’ble High Court of Delhi.
Mr Ankur Chhibber along with advocate Gauri appeared for the Respondents, in the matter.
The matter was mentioned at 3:30 PM before the Hon’ble Bench, however, the Hon‘ble Bench was of the view that they will complete their supplementary list and then take up the matter.
Again at 04:15 PM the matter was mentioned, however, the Hon’ble Bench had a heavy board (in view of the court closing this week) due to which they are not able to hear the matter and has adjourned the matter for 29.07.2025 at 03:30 PM.

Annual Family Picnic arranged by WB Circle HQ Branch, 2025

On 10/02/2025 Annual family picnic event was held in a grand way at Bhasa Udyan Park, Khardah on the bank of the Ganges river. A total of 107 members and their families participated traveling long distance from the city Kolkata. Picnic was started at 09.30am with Breakfast. At 11.00 hrs different types of Pakora with tea were served. After that two joyful events were held (namely 'Passing the ball' for ladies and 'Hit the wicket' for gentlemen members) . Then a wholesome lunch with delicious items of both veg. and non veg including sweets and icecream were served. After that Prize distribution ceremony was started. After full day entertainment the remarkable picnic event was ended at about 4 pm with coffee and snacks.

West Bengal State Branch yearly event of "Bijoya Sanmilni Yr'24" was held on 26th.'Nov. 2024, with great aplomb and dignity at "Jogesh Mime Academy" Auditorium, Kalighat, Kolkata beginning at 15:00 hrs. as per schedule.

Our esteemed members not only from all across Kolkata, but from far distant District Branches of Berhampur, Siliguri,Burdwan etc. participated in a big way and the Auditorium hall was full to it's brim.

Cultural activities began in right earnest as our members, their families,even grand children actively participated by singing,recitations, in drama events which was highly praised by the house.

After that our CS, WB, Circle brought in detail about the present status of pending Pension Revision & arrear cases, commutation period of pension & recent registration of UP.East case, notional increment, Rule-206 case inclusive of activities of rival Associations. Then a band of youth team mesmerised singing Bengali folk songs.

Then a Senior CCA. W.B Circle Office team comprising of Sri Moloy Das & Sri Pradip Biswas offered a pro-active Question Answer session with our members' queries related to pension issues.

After that Addl.CCA H.Q. Kolkata Sri Shantanu Sarkar presented a live demonstration on digital life certificate submission process from home itself.

Then last but not the least Pr.CCA.IFS Madam Shikha Mathur Kumar was welcomed on dias felicitated warmly by all members.

In her brief address she assured our Association all help in redressal of any Pension issues and she was simply mesmerised by our immense learned gathering. At the end an one act Drama was performed by ""Alipur Ahona" group, Kolkata.

Status of Pension Revision Writ Petition by DoT in High Court Delhi as on 21/11/24

Details of hearing as per our lawyer is given below :-

1. The captioned matters were listed today as Items No. 70 & 72, in Court No. 5, before the Bench of Hon'ble Justice C. Hari Shankar and Hon'ble Justice Anoop Kumar Mendiratta. Please note that Item 71 was a connected matter.

2. Mr. Ankur Chhibber, instructed by Ms. Gauri Puri who was virtually present, appeared on behalf of the Respondents. The Additional Solicitor General Mr. Chetan Sharma appeared on behalf of the Petitioners. Mr. Sharma drew the court's attention to the Impugned Order and highlighted the judgments rendered by the other benches of the Central Administrative Tribunal, which were not dealt with in the Impugned Order.

3. Upon being inquired by the Bench, whether the Impugned Judgment deals with the judgments rendered by the other benches, Mr. Chhibber fairly pointed out that the Impugned Judgment did not deal with said judgments. However, Mr. Chhibber submitted that in order to explain the rationale behind that omission, the captioned matters have to be heard at length. Further, Mr. Chhiber argued that in the earlier hearings of the captioned matter the Original Applications and the Grounds taken before the other benches of the Ld. Tribunal were highlighted and distinguished from the captioned matters.

4. Further, Written Submissions and a Convenience Compilation were filed by the Respondents wherein a table was placed before the earlier Bench which highlighted the points of difference between the Impugned Order and the judgments of the other benches of the Ld. Tribunal.

5. Since Justice Anoop Mendiratta was on leave, the Regular Bench could not be constituted and consequently the matters could not be heard. Therefore, the matters were adjourned to 11.12.2024.

Pension revision case of BSNL/MTNL pensioners

1) On 08/10/2024 evening at 4.15 PM Pension revision case of BSNL/MTNL pensioners came for hearing in the Hon'ble High court Delhi, court no.5 .The pleadings could not took place due to paucity of time. But our Advocates pleaded for early hearing of the case as it pertains to the pensioners/Senior citizens. Hon'ble high court considering the request posted case for hearing on 21st November-2024 in the supplementary list .Thus it is expected that case may be heard before lunch break in the supplementary list. As per our Advocate explanation further DoT concealer will be pleading and there after our Advocates will counter the pleadings. Thus it may take time of two- three headings.

2) 78.2% DA arear case wef 1-1-2007 instead of June-2013 : At 16.00Hrs on 08/10/2024 the 78.2% DA arear case came for hearing wherein after some argumments the case has been posted for hearing on 3rd February-2025.Our counselors i.e.Sr Advocate Mr Ankur Chhibber, Ms Gauri Puri and Ms Aditi Gupta pleaded the case. Earlier the date of 27.11.2024 was given by the Court Master. Pension revision case in the Hon'ble High Court Delhi

On 12-08-2024 at 3.45 PM Pension revision case came for hearing in the Court no. 34 as item no.69,70 and 71.DoT councillor continued his pleading as the BSNL and MTNL pensioners after their absorption in BSNL and MTNL ceased to be the Govt Servant, they are being governed with IDA pay scales whereas their counter parts in Government are being governed with CDA pay scales, IDA pay scales are higher thus they are drawing more Pension, their Pension is to be calculated on the basis of Govt CCA Pension rules but Pension revision is not written. their Pension revision can be revised after the pay revision of BSNL and MTNL employees, it was also mentioned that earlier Pensionof BSNL MTNL pensioners was revised as per the 2nd PRC etc. From our side Mr Ankur Chhibber, Sr Advocate and .Mr Ghosh Sr Advocate counter all the issues raised by DoT councillor as per Rule 37A of CCS Pension rules-1972 as discussed the DoT orders issued time to time for the revision of DCRG, Computation etc as per the recommendation of 6th CPC and they pleaded that 2nd or 3rd PRC don't have any provisions of payment of Pension or its revision thus PRC was never implemented for Pension revision of BSNL and MTNL pensioners etc.After detail arguments for 45 minutes the Hon'ble High Court Delhi adjourned and posted the case for hearing on 23rd August-2024 at 3.30PM with a direction that contempt of Court in the Hon'ble PBCAT ND will also be deferred till 23rd August-2024 since the matter is under arguments in the Hon'ble High Court Delhi.

Pension revision case of BSNL/MTNL pensioners

On 8th August-2024, DoT counselor pleaded that BSNL and MTNL pensioners are demanding higher Pension at par with their counter parts in Government.Wheras, these pensioners were getting IDA pay scales while in service and after their retirement. Their counterparts in Govt are getting CDA pay scales which are less than IDA pay scales. In this connection it is submitted that at time of absorption these BSNL and MTNL pensioners were offered IDA pay scales .The Pension CCS Rule-1972 was modified as Rule-37A wherein these BSNL and MTNL pensioners were assured Govt scheme of Pension at par with their counter parts in the Government of India. As per the Rule-37A provisions the Pension Contributions from these pensioners was paid DoT on the maximum of the IDA pay scales .Thus these pensioners are not a liability to the DOT but they have their legitimate rights to draw Pension from Govt and its periodical revision at par their counter parts in Government. The 2nd PRS don't have any terms of reference for the payment of Pension or its revision in PSUs. BSNL and MTNL have the special provisions wrt to payment of Pension and revision of Pension under the Government scheme of Pension. DoT being the administrative Ministry issued the Pension revision order on15-03-2011 for the BSNL pensioners with the approval of Union cabinet.In this order there was no reference of 2nd PRC or 6th CPC. In this order DoT evolved a mechanism to revise the Pension of BSNL pensioners.Now also DoT is fully empowered to decide a mechanism to revise the Pension of BSNL and MTNL pensioners at par with their counter parts in Government as Government scheme of Pension.

Status of Court case on Pension revision of BSNL pensioners

Today 01/08/24) in the Hon'ble High Court Delhi our Pension revision case came for hearing in the court no.34 as item no.52-54 where in ASG form Union of India argues to say that this has now turned serious in the sense that PB CAT Delhi has ordered for Contempt against Secretary Telecome.
He also argues that there are three judgements of three different CATs i. e. Hyderabad, Bangalore and Ernakulam against such issues. But PBCAT, Delhi has ignored these judgements and allowed the OAs, Therefore, Notice should be issued and Contempt proceedings should be stayed,
This was strongly refuted by our side Sr, Advocates Mr Ankur Chhibber and Sr Adv, Ranjan Ghosh, After quite a long arguments and counter arguments, Court ordered that these Petitions should be heard further on 08/08/ 2024,
By next Monday both sides should file written submission particularly dwelling upon three OAs of different CAT.

On dt.27th.July.'24. Saturday on behalf of CHQ AIRBSNLEWA, I attended the Spl.General Body meeting of UP East circle at Auditorium of Apollo Medics Hospital, Lucknow, which in grandeur was no less than any of General Body meetings & attended by their 155 members from far Districts traveling long distances. Meeting commenced with lighting of lamp by me & all distinguished guests & members. Circle President Janab S.M.Abbas declared session open and handed over Mike to Sri Pallab Bose AGS/CS.UP.East.to initiate proceedings.

Felicitation of all guests were done followed by adoption unanimously of Sri R.C.Rao Retd.GM.Fin.as Advisor to Circle body. Com.Pallab Bose addressed the house providing every detail of their Circle activities. Then all very Sr.14 members who were of 75 years and above were felicitated acknowledging their services towards Assn & specially an International Taikondo Champion Sri R.G.Bajpai retd SDE Kanpur a President medal awardee also of 77yrs. was honoured

Sh Ganga Dhar Yadav retd DE RBL who is on alternate day dialysis also attended this meeting. He was specially honored on completing 75 years by Dy GS AIRBSNLEWA with garland and momento.

I also as 75+ years was also honoured being in same category with garland and momento by Comrade Pallab Bose CS UP East on behalf of AIRBSNLEWA UP East.Ccl. I as invitee On behalf of CHQ as Deputy GS addressed the house, giving details of all our CHQ activities as prsent status of our court cases on Pension Revision, Pension arrear and present status of reduction of computation period of pension to 10 yrs.8 months,Rule-206, status of pending BSNL.MRS bills as well as latest updates on CGHS referrals,treatment notional increment,officiating JTOS.

Circle Secretary Comrade Bose briefly explained the work done by the association. He asked all the members to pay special attention of their health.

Lawyer Mr.Ghosh appeared on behalf of AIBSNLPWA and submitted that the Department had still not complied with the judgment despite having failed to obtain a stay from the HC now on two occasions.

He requested that JS, DoT may be asked to remain personally present on the next date in case of non-compliance.

The bench was pleased to record that the HC had allowed it to proceed with the contempt petition and therefore it was bound to ensure compliance of its judgment.

*It directed the DoT to comply with the judgment before the next date and in case of failure of DoT to comply, the JS / officer not below the level of Director to remain personally present in the Court

Matter was adjourned to 13.08.2024.

Today DoT Petition was heard by the Hon'ble High Court Delhi in Court no-6 ..........Hon'ble court dismissed the petition and fined Rs 20000/- on each OA Rs 10000/- to DoT. Its a marvelous judgement. Sh Rajshekher Rao, Senior councillor and Ms Gauri Puri our Advocate on panel pleaded the case. Details will follow please. GS

Ccl's H/Q Br. Annual Family Picnic event held in a grand way yesterday 30th.Jan.'24 at Mallick Bari Guesthouse, KMDA Pumping Station on the bank of sacred river Ganges. Response from our members was so overwhelming & a total of 156 members & their families participated along with their kith and kin small children traveling long distances. Members started pouring in early from 8:00hrs.at site and were served hot tea with biscuits. After assembling Breakfast with tea was served on our sitting arrangement on the big platform built upon the River Ganges. Entertainment events inaugrated by our veteran member Sri Bhagirath Sarkar by Stotrapath of Gayatri Mantra and recital of Devi Durga Vandana mesmerizing all of us . Then our members and their family members showcased their hidden spl.talent by singing numerous songs,Poetry recitations and dance performances enthralled all of us for hours alongwith a beautiful view of Ganga river& all the time hot tea with different type of pakoras were served to all of us. Two sport events for ladies were held namely musical chair &Handi breaking participated by almost of all the ladies. After that , a wholesome lunch was served in the dining halls with veg. and non-veg. items of chicken, fish and seasonal vegetables along with chutney and sweets. After that sport event was held for all the gentlemen members. After a full day of entertainment in evening members were so enthralled, demanding event to be continued in future also& all departed with a very happy note with serving of hot coffee and biscuits to all of them and closure was announced.
